Who are the federal beneficiaries?
Federal beneficiaries are citizens who have the right to receive a set of social services that are definedarticle6.1, 6.7chapters2Federal Law of 17.07.1999 No. 178-FZ "On State Social Assistance", at the expense of the federal budget, including children with disabilities.

Article 6.1. The right to receive state social assistance in the form of a set of social services
In accordance with this chapter, the following categories of citizens have the right to receive state social assistance in the form of a set of social services:
1) war invalids;
2) participants in the Great Patriotic War;
3) veterans of hostilities from among the persons indicated in subparagraphs 1 to 4 of paragraph 1 of Article 3 of the Federal Law "On Veterans" (as amended by Federal Law No. 40-FZ of January 2, 2000); (in the red. Federal Law of 22.08.2004 N 122-FZ (ed. 29.12.2004)).
4) servicemen who served in military units, institutions, military educational institutions that were not part of the active army, during at least six months from June 22, 1941 to September 3, 1945, servicemen awarded with orders or medals of the USSR for service in the specified period;
5) persons awarded with the sign "Resident of Leningrad besieged";
6) persons who worked during the period of the Great Patriotic War at air defense facilities, local air defense, on the construction of defensive structures, naval bases, airfields and other military facilities within the rear lines of operational fronts, operational zones of operating fleets, in the front-line areas of iron and motor roads, as well as crew members of ships of the transport fleet, interned at the beginning of the Great Patriotic War in ports of other states;
7) members of families of deceased (died) war invalids, participants in the Great Patriotic War and veterans of hostilities, members of the families of persons killed in the Great Patriotic War who are members of the self-defense groups of local defense and air defense teams, as well as family members of deceased hospital workers and hospitals in the city of Leningrad;
8) people with disabilities;
9) children with disabilities.
Article 6.7. Provision of social services to certain categories of citizens
Persons exposed to radiation due to the Chernobyl disaster, as well as due to nuclear tests at the Semipalatinsk test site, and equivalent categories of citizens have the right to apply for a set of social services in accordance with this chapter.
The procedure for the treatment of persons referred to in the first paragraph of this article for the provision of a set of social services, the payment for providing them with a set of social services, as well as the procedure for financing the costs associated with the provision of a set of social services to these individuals, is established by the Government of the Russian Federation.
The payment for the provision of a set of social services to citizens referred to in this Article in accordance with Article 6.2 of this Federal Law may not exceed the amount of monthly cash payment that it carries out.

When contacting a polyclinic for a free prescription, you need to have:
- an identity document (birth certificate or passport).
- a document confirming the right to receive a set of social services (ITU certificate) - on the first appeal.
- a certificate, which you will be given in your branch of the Pension Fund - at the first appeal.
- compulsory medical insurance (MMI) policy.
- SNILS (insurance number of the individual personal account if available).
For the treatment of chronic diseases for children with disabilities, prescriptions for medicines can be prescribed for a course of treatment up to three months.
Recipes for medicines issued to disabled children are valid for 90 days from the day of discharge.
The term of the free prescription from the moment of its issuance is 90 days, (except for psychotropic and narcotic drugs, as well as medicines subject to subject-quantitative accounting, which expire in 15 days.
After the expiration date, the prescription at the pharmacy is not accepted.
Medicinal products are prescribed by an international non-proprietary name (INN), and in its absence by a group name. In the absence of INN and the group name, the drug is issued by trade name.
If you had to leave for another area, You can prescribe your child's prescription for free medicines in any region of the country.
When leaving the region, be sure to bring along:
- Identity document (passport or birth certificate).
- a document certifying the right to receive a set of social services (ITU).

How to get the medicine for free?
The medicine can be obtained from pharmacies participating in programs of preferential drug provision.
Your doctor will tell you where the nearest pharmacy is.
Narcotic and psychotropic substances are dispensed on prescriptions when they present a document proving their identity.
If there is no medicine in the pharmacy, then the prescription will be registered in the accounting journal and put on deferred maintenance. Within 10 days you will receive the necessary medicine or a similar medication for the newly prescribed prescription.

The Russian government has approved a new list of essential and vital medicines for 2017. In comparison with the previous year, it grew by 42 positions.
